What the project documentation should contain

Project documentation is a key element in the process of preparation and implementation of construction projects. In 2024, two important decrees came into force that regulate the requirements for the content and structure of this documentation:

  1. Decree No. 131/2024 Coll., on building documentation: this decree sets out details of the content of project documentation, the building passport and the details of the building diary and the simple building record. It comes into force on 1 July 2024.
  2. Decree No. 146/2024 Coll., on construction requirements: This decree regulates in more detail the basic aspects of the substantive building law, including requirements for land demarcation, placement of buildings and technical requirements for buildings. It seeks to maintain maximum versatility of their use and takes into account the accessibility of buildings for persons with reduced mobility or orientation. It also comes into force on 1 July 2024.

Key requirements for the content of project documentation according to Decree No. 131/2024 Coll. Decree No. 131/2024 Coll. specifies in detail the content of project documentation for various stages of the construction process. 

The documentation for the implementation of the construction, if it is not a family house or a building for family recreation, provides the following structure:

  • Cover sheet: contains basic information about the building, its purpose, location, investors and other relevant information.
  • Technical Summary Report: describes in detail the technical design of the building, materials used, construction systems and other technical aspects.
  • Situation drawings: these include all necessary drawings such as floor plans, sections, views, situations, etc., which show the proposed layout of the building in detail.
  • Documentation of buildings and technical and technological equipment: contains all necessary documents, certificates, opinions and consents from the authorities and organisations concerned.

Detailed requirements for the content of the individual parts are set out in the annexes to the Decree. For example, the content of the documentation for the execution of construction is specified in Annex 8, while Annex 9 is intended for family houses and buildings for family recreation.

Decree No. 146/2024 Coll. sets out the technical requirements for construction that must be taken into account when creating project documentation. This includes, for example, requirements for:

  • Land demarcation: the method of dividing and using land for building purposes.
  • Siting of buildings: criteria for the siting of buildings on the site with regard to surrounding development, infrastructure and other factors.
  • Technical requirements for buildings: specifications for structural design, safety, hygiene, fire protection, energy performance and other technical aspects of buildings.

The design documentation must be prepared in accordance with these requirements to ensure the safety, functionality and sustainability of the proposed structures.

Conclusion:

Compliance with the requirements set out in Decrees No. 131/2024 Coll. and No. 146/2024 Coll. is essential for the successful approval and implementation of construction projects. These regulations provide a detailed framework for the creation of project documentation and set out the technical standards that must be met during construction.
